2018<\/p><p>Alternative Learning System (ALS) for the Marginalized, Excluded and Vulnerable Sectors (MEVs)<\/p><p>Out-of-School Children and Youth (OSCY) refers to 7\u00a0to 14 years old and not enrolled in any formal or\u00a0vocational school and 15-24 years old and not\u00a0enrolled in any formal or vocational school, not\u00a0formally employed, and not a tertiary level\u00a0graduate. The Philippines ranks high as one of the\u00a0countries with a sizable number of OSCY. In\u00a0a co-publication of the International Labor\u00a0Organization (ILO) and the Asian Development Bank\u00a0(ADB) released in 2014, the Philippines ranked\u00a0the highest in number in 2012 among 8 ASEAN\u00a0countries. Even higher than that of Indonesia with a\u00a0population double than the Philippines.<\/p><p>The Out-of-School phenomenon reflects the over-all socio-economic situation of the country including poverty, regional inequalities, rapid population growth rate, sluggish economic growth and low absorption of the labor force.\u00a0According to the National Youth Commission
