the primary focus of the bills<a href=\"https:\/\/enetphil.org\/2020\/07\/03\/disability-sectors-comments-and-recommendations-on-the-various-bills-on-inclusive-education-for-children-and-youth-with-special-needs-filed-in-the-senate-and-the-house-of-representatives\/#_ftn1\">[1]<\/a>\u00a0filed in the Senate and the House is the education of children with disabilities, we recommend that the term \u201cChildren and Youth with Special Needs (CYSNs)\u201d be changed to \u201c<em><u>Learners with Disabilities<\/u><\/em>\u00a0<em>(LWDs)<\/em>\u201d.<\/li><li>To further strengthen the bills\u2019 focus on the education of learners with disabilities, we recommend the adoption of the following definition of Inclusive Education used in SB 329 that was filed by Sen. Angara.<\/li><li>We strongly support the bills objective \u201c<em>to provide free and appropriate public education and related services<\/em>\u201d to LWDs.<\/li><li>We recommend an additional provision on\u00a0<strong><em>Procedural Safeguards<\/em><\/strong>.<\/li><li>We also recommend the change of the terms \u201c<em>Inclusive Education Learning Resource Centers<\/em>\u201d and \u201c<em>Inclusive Education Learning Resource Hub<\/em>\u201d to simply \u201c<em>Resource Center for LWDs\u201d<\/em>.<\/li><\/ol><p>\u00a0<\/p><p><a href=\"https:\/\/enetphil.org\/2020\/07\/03\/disability-sectors-comments-and-recommendations-on-the-various-bills-on-inclusive-education-for-children-and-youth-with-special-needs-filed-in-the-senate-and-the-house-of-representatives\/#_ftnref1\">[1]<\/a>\u00a0Twelve bills have been filed to date -7 in the Senate and 5 in the House. HB 9104 which was approved by the House in the 17<sup>th<\/sup>\u00a0Congress has been refiled in the current (18<sup>th<\/sup>) Congress by House Bills 54, 285, 1400 3311 and Senate Bills 69 and 338. The other 6 bills are similar to the Senate version of the Bill which did not reach third reading in the last Congress.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-33 elementor-top-column elementor-element
